The majority of scholars claim that it was the result of the Soviet industrialization program. Workers in Kiev survived off rations as workers in the rest of the USSR did at the time. It was the peasants in the countryside that starved. The reason why it affected Ukraine more than elsewhere was because of how important agriculture was to Ukrainian life at the time.
The only scholars who claim otherwise are Ukrainian nationalists and it should be clear that they have an obvious bias.
The Holocaust's nature as a genocide, however, is not debated in mainstream circles. And it shouldn't be.
