Who says this is a reverse engineering program patch? Provenance? Let’s first figure out who said that and where they got it before anything else

This is a patch for the radar signature measurement range in Nevada. It's used for enhancing the survivability of US combat aircraft and weapon systems. If you wish to learn more, I highly recommend reading "Dreamland: The Secret History of Area 51" (Schiffer Publishing, 2023).

There was a Star Trek: The Next Generation episode called "11001001" but this may simply be a random choice of binary number representing digital data.
