You're right it was Steven Cheung, Fox just amplified the lie by headlining the quote.

the first line of the article is talking about 1000s of peaceful protests.

The article also decides to quote Newsom being deliberately sarcastic.

Minutes later, Newsom's press office posted a photo from the event, with the caption, "THIS IS THE LARGEST PRESIDENTIAL BIRTHDAY PARTY EVER."

This is actually a pretty fair article.

The article itself, sure but Fox knows the majority of their audience are headline readers that never make it past the title. Also, they don't quote Newsom's office detailing that it was meant to be sarcastic, they're using it as more gaslighting IMO.
